Income tax in the United States is generally progressive, at least to those who earn income.

The term “progressive” when used to describe income tax means that the greater level of income an individual has, the greater amount of tax that individual pays. This progressive nature of income tax is primarily achieved by creating tax brackets.

Recently, the tax burden on salary produced from savings and investments has been considerably lessened because of the cutback in the tax rates pertinent to received surplus payments and principal gains. Many often argue that these sorts of income are not commonly obtained by taxpayers earning low income so this sort of tax “time off” is anti-progressive. The issue of progressiveness is further obscured by the fact that taxpayers with greater income are offered more tax credits and deductions. Moreover, most arguments concerning the progressive nature of income tax do not consider the social security tax, which has a “ceiling”. This is due to the fact that individual social security tax directly establishes the insurance benefits. As a result, most exclude social security taxes in the computation of the progressiveness of federal taxes since these taxes already function as direct individual bonuses for direct individual benefits. Insurance policy premiums for life, automobile and homeowners are also excluded.

The progressive nature of income tax is therefore a complicated matter which does not loan itself to simple and uncomplicated study and analyses. Given the “lessening” of tax burden tat happened during the early 1980s, many remark that the structure of the tax system of the United States as a whole has started to be like an incomplete consumption tax routine.
